It doesn't have any particular effect. Maybe it just feels that way because the rubber is thick?

It's great that it slows down the loss of sensation, but it makes it less pleasurable, so I don't really recommend it. It might be good for people who suffer from premature ejaculation or who want to please their partner more than themselves.
